IRS Fresh Start Program Explained for Oklahoma Taxpayers

A man in a suit and tie is sitting at a desk talking to a woman.

If you owe the IRS but feel overwhelmed by penalties, interest, or collection threats — you may have heard of the IRS Fresh Start Program.

While it’s not a single program you can “apply” for, the Fresh Start initiative made it easier for taxpayers to qualify for Offers in Compromise, Installment Agreements, and lien relief.

Here’s what the IRS Fresh Start initiative actually is, how it affects your options, and how Summit Tax Relief helps Oklahoma taxpayers use it to their advantage.

What Is the IRS Fresh Start Program?

The IRS Fresh Start Program is a series of policy changes the IRS made starting in 2011 to help struggling taxpayers resolve back tax debt more easily.

The program expanded and improved access to:

  • Offer in Compromise (OIC) – Settle tax debt for less
  • Installment Agreements (IA) – Flexible monthly payment plans
  • Lien Withdrawals – Easier removal after compliance
  • Penalty Relief – First-Time Abatement (FTA) or Reasonable Cause
You don’t “apply” for Fresh Start — but you may benefit from the relaxed eligibility rules and expanded access that came with it.

Key IRS Fresh Start Benefits

1. Easier OIC Qualification

The IRS expanded acceptable living expense allowances and adjusted how future income is calculated, making it easier to qualify for settlement.

2. Streamlined Installment Agreements for up to $50,000

If you owe less than $50,000 and can pay within 72 months, you can qualify for a streamlined payment plan with no financial disclosure required.

3. Tax Lien Withdrawal After Payment Plan Setup

If you:

  • Owe under $25,000
  • Set up a direct debit installment agreement
  • Have made at least 3 timely payments

...you may request full lien withdrawal under the Fresh Start guidelines.

4. More Lenient Treatment of Assets in OIC

Certain equity amounts in property or retirement accounts are now treated more favorably under the IRS’s updated OIC guidelines.

Oklahoma Taxpayer Example: How Fresh Start Helped

Case Study – Norman, OK

A self-employed IT consultant owed $42,000. Before Fresh Start, his offer in compromise would’ve been rejected due to equity in his home and a retirement account. Under updated guidelines, we excluded portions of those values and successfully settled the case for $7,800.

Common Myths About the Fresh Start Program

Myth Reality
“Fresh Start is a one-time application.” It’s not an application — it’s a set of policy changes.
“Everyone qualifies for Fresh Start help.” You must still meet OIC or IA eligibility.
“My debt will automatically be reduced.” You must file and prove eligibility under the new terms.
“The IRS will notify me if I qualify.” The IRS does not inform you — you must act.

How Oklahoma Taxpayers Can Benefit

Fresh Start makes it easier for Oklahoma residents to:

  • Get out from under IRS liens
  • Avoid wage garnishment
  • Qualify for $0 down payment plans

We routinely use these relaxed rules to help clients in Oklahoma City, Tulsa, Norman, and beyond resolve serious IRS debt.
